After three years of intensive negotiation, Industrial Technology Research Institute (ITRI) and AT&T (now Agere System Inc., formerly part of Lucent Technology, and formerly part of AT&T) reached a broad Patent Cross License Agreement in March 1993. Encouraged by this agreement, many companies became AT&T¡¦s licensees. This Agreement enabled them to utilize AT&T¡¦s patents and enjoyed a lower royalty rate.

To bring Taiwan, Republic of China closer to the goal of developing into an Asia-Pacific Regional Operations Center, AT&T pledged a portion of the collected royalties to establish a non-profit foundation. The foundation¡¦s objectives are to promote intellectual property management, IP awareness and more important to build an IP related multi-purposes databases to serve the industries in Taiwan and the world through World Wide Web. Through these efforts, the Republic of China hopes to become the hub of intellectual property rights-related information center, thus to improve both economic and trading relationships with other countries through fair and reciprocal trade.

As the co founders of this foundation, ITRI and III also donated fund to the foundation, and Lee& Li Attorneys-at-Law provided legal services as part of their pledge. The Asia Pacific Intellectual Property Association (APIPA) thus was established on June 3,1994, through the joint endeavors of international technological and law professional.


¡½ To promote the effective management of intellectual property rights and R&D results.
¡½ To assist enterprises in establishing management of intellectual property rights and commercialize their R&D results in Taiwan.
¡½ To set up the APIPA intellectual property database and provide intellectual property rights-related information services.
¡½ To develop Taiwan R.O.C. into an Asia-Pacific regional intellectual property rights information center.
¡½ To assist and strengthen fair economic and trade relationships between the Taiwan, R.O.C. and other countries for mutual benefits.


Board of Directors

The Board of Directors provides visions, long-term strategic planning, polices & guidelines, and directions for APIPA. It consists of representatives from funding agencies, AT&T (from 1996 Lucent Technology as representative of donator; from 2001 onwards Agere Systems Inc. became a donator), ITRI, III , Lee & Li Attorneys-at-Law, and industries concerned with intellectual property rights. The chairman is elected by the Board of Directors and will be the spokesman for the foundation.

Advisory Committee

The Advisory Committee is organized by representatives from government officials, intellectual property professionals, and other social groups to provide guidance for APIPA¡¦s activities. 

Managing Director

The managing director is responsible for implementing decisions of the Board and to supervise the operations of APIPA. The current Managing Director is Steven Lai.

Administration Office
This office is responsible for the administrative operations, including arranging meetings for the Board of Directors, the Advisory Committee and the Core Team. In addition, it facilitates the programs of the Intellectual Property Thesis Scholarships, and the Award for Professionals for Overseas Training & Study.

Financial Office
This office is responsible for financial, accounting, and expenditure administration.

Database Operation Office
This office is responsible for engineering, designing, set-up, developing, and maintaining the APIPA intellectual property database.

Planning and Marketing Office
This office promotes activities related to intellectual property rights, including conference, promotions, training programs, exchange visits with China and associating colleges to cultivate IP specialists, etc. Setting up Intellectual Property Information Web provides information related to IP activities, Professional Forum and Q&A. And the office is also devoted to engage in research of IP related policies.

1.Major Accomplishments in Supporting Intellectual Property (IP) Activities
¡½ From May 24 to 25,1995, APIPA teamed up with the National Bureau of Standards (now Intellectual Property Office), the Board of Foreign Trade, ITRI, III, the Chinese National Federation of Industries, the Commercial Times, Lee & Li Attorneys-at-Law, AT&T, and the Asia-Pacific Legal Institute to hold the ¡§Conference of IPR Issues for Industrial Development into the Next Century.¡¨
¡½ In May 1995, APIPA co-sponsored the Asia-Pacific Legal Institutes¡¦ ¡§Panel on Intellectual Property Protection conference.¡¨
¡½ From 1995 to 1998, APIPA co-sponsored ITRI¡¦s annual ¡§Intellectual Property Rights Week.¡¨
¡½ On November 15,1995, APIPA Teamed up with Academia Sinica, National Taiwan University, and Lee & Li Attorneys-at-Law to hold a ¡§Symposium of Policy and Law Impacts on Science and Technology Development Conference.¡¨

¡½ In December 1999, APIPA teamed up with CSMOT in Kaohsiung National Sun Yat-Sen University to hold ¡§Operation across century ¡V Intellectual Property Rights Management Conference.¡¨
¡½ From October 30 to November 8, 2000, APIPA co-sponsored AIT, ROC-USA Business Council and Judicature Train Place¡¦s ¡§ The Intellectual Property Enforcement Program for Taiwan Judges and Prosecutors.¡¨
¡½ From November 23 to 24, 2000, APIPA co-sponsored National Chiao Tung University¡¦s ¡§2000 Technology Law conference.¡¨
¡½ In 1999 and 2000,APIPA finished ITRI¡¦s two special research projects ¡§The responses to National supported research results opening to empowerment¡¨ and ¡§The analysis of the structures of Internal and Overseas Research for Technology Transfer and Service Operations.¡¨
¡½ From November 15 to 16, 2001, APIPA co-sponsored National Chiao Tung University¡¦s ¡§2001 Technology Law conference.¡¨
2.Training Programs in Patent Analysis (Patent Mapping) and Applications
¡½ From January to December 1999, APIPA teamed up with ITRI to engaged in the National Science Council¡¦s ¡§Realizing Industries and Universities Cooperation-Establishing the Mechanism of Intellectual Property Rights Management and Patent Applications¡¨ to train Patent Mapping and IP specialists.
¡½ Basic training classes: In 2000, APIPA engaged in the National Science Council¡¦s ¡§The Personnel Training program integrated Information, Communication, and Consumer Electron¡¦s Patent mapping and applications.¡¨
¡½ Advanced training classes: In November 2000, APIPA set up the advanced training class to train specific fields talents to enable them to be capable of performing Patent Mapping and its applications. APIPA selected 3C products¡¦ ¡§Automatic Speech Recognition, ASR¡¨ as the advanced training classes¡¦ topic.

3.Providing Chinese Patent Database Services
APIPA is currently modifying its Intellectual Property Database in Chinese to reflect more of its own characteristics. The current database offers services including the ¡§ROC Gazette Database¡¨ and the ¡§Mainland China Gazette Index Database¡¨ through the web site http://www.apipa.org.tw.

APIPA has been granted to be the exclusive licensee of State Intellectual Property Office (SIPO) of P.R.C. in Taiwan, and we will complete construction of "Mirror Site", the patent database of PRC, on APIPA from May 2002. Moreover, being an exclusive agent for selling SIPO's CDs and related-publications, APIPA expands its services on providing P.R.C. patent information.


4.Promoting the Cooperation & Interaction between Taiwan and Mainland China in IP Practices
¡½ Exchange Visits Activities

To promote IP personnel Cross-Strait exchange visits: the Mainland China experts came to Taiwan in January and December, 2001. In April 2001, APIPA invited professionals that devote themselves to IP and judges to visit the Mainland China.

¡½ Inter-exchanging Conferences
¡½ On November 6, 1996, during the second meeting of the First Advisory Committee, APIPA invited professionals from Mainland China who were then visiting Taiwan to participate in a conference on ¡§How Both Sides Across the Taiwan Strait should Cooperated to Promote Technology Information and The exchange of Intellectual Property Rights Information.¡¨
¡½ From October 31 to November 3, 1999, APIPA teamed up with Institute of China IP Studies, Peking University IP Teaching and Research Center, and National Cheng-chi University Center for Technology Policy and Law (CTPL) in Peking to hold ¡§ The Third Intellectual Property University Interchanging conference.¡¨
¡½ From January 3 to 13, 2001, APIPA invited the Mainland China central authorities and local IP-related personnel to form a visiting party called ¡§ Technology Innovation and Intellectual Property Rights Investigation Party.¡¨ In addition, on January 11, APIPA held a ¡§ The Mainland China Intellectual Property Rights Law and Executed Present Situation Project Report¡¨ in Taipei.
¡½ From December 10 to 19, 2001, APIPA invited the Mainland China IP-related personnel again to compose ¡§High and New Technology Industries and Intellectual Property Rights Protection Practice Conference¡¨ to Taiwan. In addition, on December 14, APIPA held a ¡§ The Mainland China High-Tech Industries and IP Protection Practice Conference¡¨ in Chia-Yi National Chung Cheng University.

5.Providing Chinese IP Information Website Services
In November 2000, APIPA set up ¡§ Intellectual Property Rights Information Website¡¨. Its goal is to develop a portal site to offer share of Intellectual Property Information and services. The website includes IP activities, searching IP services, Law databases, professional forums and patent analysis information etc. In addition, APIPA also provided information in laws, and activities related to intellectual property rights through http://www.apipa.org.tw/ for public consultations.

6.Sponsoring Graduate Student Theses on IP related Subjects
Promoting research on intellectual property rights is one of APIPA¡¦s objectives, an Intellectual Property Thesis Scholarship has been offered since 1995 to encourage graduate student to write theses related to intellectual property rights. Scholars and the Core team serve as judges for granting this scholarship.

Scholarship winners now are over 40 students from National Taiwan University, National Chengchi University, National Chiao Tung University, National Sun Yat-Sen University, National Central Police University, National Dong Hwa University, National Yunlin University, Soochow University ,Yuan Ze University and National University of Education.

 
7.Sponsoring Professionals for Overseas Training and Study
Since 1995, APIPA Awarded many professionals to attend ¡§Professionals for Overseas Training & Study.¡¨ Thirty-one people were selected as candidates whom were engaged in research on intellectual property rights and scientific technology. They had received full or partial sponsorship and were selected from Intellectual Property Office, Committee of Administrative Appeal of MOEA, Legislative Yuan, Taichung District Court, ITRI, III, Commercial Times, and Winbond Electronics Corp, Ltd.

¡½ To promote intellectual property-related operations in scientific technology as major objective, and legal and management matters as secondary.
¡½ To complete the Chinese-language intellectual property databases on Internet and strengthen our ability to provide on-line services.
¡½ To incorporate scholarly research resources and to facilitate professional training programs in patent analyses.
¡½ To expand the utilization of patent analytic information to help various disciplines to plan their strategy in licensing new technology or in their R&D development.
¡½ To enhance the interaction of Intellectual Property Rights Information Cross-Strait and the foundation of cooperation mechanism between P.R.China and Taiwan R.O.C.
¡½ To help create a favorable environment for development of the technological service industry.
¡½ To continue promoting other activities related to intellectual property rights awareness.
